During the 16th BRICS Summit in Kazan, Chinese President Xi Jinping says this enlargement as “a major milestone” in the group’s history, referring to it as “a landmark event” that reflects the changing dynamics of the international landscape. Xi emphasized the importance of strengthening cooperation among Global South nations and reaffirmed BRICS’ role in the ongoing evolution of global governance.
The BRICS group, comprising Brazil, Russia, India, China, and South Africa, has reached a pivotal moment in its evolution, now accounting for approximately 30 percent of the global GDP, nearly half of the world’s population, and one-fifth of global trade. This transformation follows the group’s recent expansion from five to ten members, with Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates (UAE) joining on January 1, 2024.
Building a Stronger BRICS
At the summit, Xi announced that BRICS has decided to invite several countries to become partner nations, describing this as “another important development” for the group. He urged members to collaborate in building BRICS into a principal channel for enhancing solidarity and cooperation among developing countries. “We must work together to build BRICS into a primary channel for strengthening solidarity and cooperation among Global South nations and a vanguard for advancing global governance reform,” he said.
This summit marks the first in-person gathering of BRICS leaders since the expansion, highlighting the importance of direct dialogue in addressing both regional and global challenges. The leaders discussed a wide array of issues, from security concerns to economic cooperation, reinforcing the need for a unified front in today’s complex geopolitical climate.
Guardians of Common Security
Xi Jinping underscored the necessity for BRICS countries to act as “guardians of common security.” He articulated a commitment to peace, calling for adherence to the principles of avoiding battlefield expansion, preventing escalation of conflicts, and refraining from provocations. These principles are especially pertinent in light of the ongoing Ukraine crisis. Xi called for de-escalation efforts and reiterated the group’s stance for peace during a recent platform, “Friends of Peace,” launched by BRICS countries at the 79th United Nations General Assembly.
BRICS nations and other Global South countries share a unified perspective on the Ukraine crisis, advocating for peace, dialogue, and reconciliation.
In addition to the Ukraine issue, Xi addressed the humanitarian situation in Gaza and the ongoing conflicts in Lebanon, calling for an immediate ceasefire and a comprehensive resolution to the Palestinian question. This call to action is part of BRICS’ broader mission to serve as a proactive player in international peace and stability.
Reforming Global Governance
Xi also advocated for BRICS to lead the charge in reforming global governance structures, urging members to align with the rising influence of the Global South. He highlighted the need to enhance the representation and voice of developing countries in global governance, emphasizing the urgency of reforming the international financial architecture.
With over 30 nations either formally applying for BRICS membership or expressing interest, the group’s expansion is seen as a response to the growing desire among developing countries for deeper cooperation. Xi highlighted the need to strengthen the New
Development Bank (NDB), a flagship project of BRICS cooperation, to better align the international financial system with the evolving global economic landscape.
“Measured by GDP, the BRICS countries have already surpassed the G7 in importance,” noted Dilma Rousseff, president of the NDB. Established in 2014, the NDB aims to facilitate development financing for emerging economies and has already expanded its membership to include countries like Bangladesh and Uruguay.
A New Era of Cooperation
The discussions in Kazan represent a significant step toward a more unified and influential BRICS alliance, as member countries seek to navigate the complexities of global politics and economics. The expanded membership is anticipated to enhance BRICS’ role as a platform for collaboration among Global South nations, contributing to the establishment of a multipolar international financial architecture.
As the BRICS nations solidify their positions on critical global issues, their collective efforts may reshape the future of international cooperation, governance, and trade.
