On 13 September 2024, the Standing Committee of the Fourteenth National People’s Congress adopted a Decision on Gradually Delaying the Mandatory Retirement Age, effective 1 January 2025. This marks a significant step in addressing the challenges of population ageing and optimizing human resource allocation in China.
Beginning in 2025, the statutory retirement age for male workers will increase from 60 to 63, while for female workers, it will rise from 50 and 55 to 55 and 58, depending on various circumstances. This gradual approach emphasizes small-step adjustments, flexible implementation, and the need for categorization and balance to meet the needs of diverse groups.
Reactions to the policy have been mixed. Proponents argue that as life expectancy rises, the average working life is shortening, exacerbating labor market supply-demand challenges. Delaying retirement is seen as a way to enhance labor resource efficiency and promote sustainable economic growth. Mo Rong, president of the China Academy of Labor and Social Security Sciences, stated, “Delaying retirement will allow more individuals to realize their potential in the workplace and contribute to societal wealth.”
Conversely, concerns persist that a delayed retirement age could increase employment pressure on younger generations and affect the quality of life for the elderly.
To address these concerns, the government must implement measures to facilitate the policy’s smooth execution. This includes encouraging businesses to hire more young workers through supportive policies, improving the social security system to safeguard the elderly’s basic needs, and addressing public misconceptions through enhanced communication and guidance.
Overall, the gradual delay of the mandatory retirement age offers multiple benefits: easing pension payment pressures, improving labor efficiency, promoting sustainable economic and social development, and ensuring the basic needs of the elderly are met. To successfully implement this policy, the government should engage with all stakeholders and foster broad societal understanding and acceptance.
